Manager of Finance

Reports to:         Chief Administrative Officer (CAO)

Direct Reports: Billing Clerk, Administrative Assistant and Administrative Support

Salary Range:    $65,000 - $75,000

Overview:

The Manager of Finance is the senior financial person within the Town. They are responsible for the strategic direction of the Finance Department and ensuring efficient and accurate preparation of all financial information required by Council, the CAO and regulatory agencies. The Manager of Finance will participate on the Town’s management team and is charged with developing policy, briefing notes, and reports for Council and CAO consideration. This position is full-time permanent.

Responsibilities

  • Prepare journal entries
  • Perform inter-fund reconciliations
  • Complete monthly bank reconciliations
  • Maintain general ledger accounts
  • Complete Year-End Non-Consolidated Financial Statements
  • Prepare and maintain working papers
  • Prepare budget for Town Operating and Capital Funds
  • Prepare budget for Water Utility Fund
  • File the Statement of Estimates
  • File annual Financial Information Return
  • File HST and HST Offset applications / filings
  • File Gas Tax annual budget and expenditure reports
  • Prepare Monthly Variance reports for Council
  • Conduct quarterly financial reviews with department heads
  • Manage short term borrowings – TBRs and Debentures
  • Manage short term investments – GIC and Reserve Funds
  • Apply for Funding Programs
  • Assist with information technology assets and procurement 
  • Manage finance department staff to ensure
    • Tax Bills are issued and collected
    • Water Bills are issued and collected
    • Inquiries around properties/taxes/water are answered
    • Invoices are paid and issued
    • Payroll is entered
    • Staff is supported when interacting with the public
    • Goals are set and performance is monitored

Hours of Work

35 hours per week, 8:30am to 4:30pm. Department heads are required to attend Council meetings and other meetings associated with the position responsibilities. Salary and benefits package for the position shall be in accordance with Town policy.

Qualifications

  • University degree/diploma in accounting, finance or business administration
  • CPA Designation is considered an asset
  • 5+ years experience working in a municipal or accounting setting and/or managing employees is preferred
  • Ability to maintain efficient and effective financial systems and procedures
  • Experience with Microsoft products (Word, Excel, etc) required
  • Experience with accounting software including: Microsoft Dynamics GP / Diamond
